yes. there are exceptions, for example if they were obviously drunk etc, but otherwise it's illegal

My simple solution to the problem would be a scratch card test for drivers from countries that drive on the right.
No racial profiling, nothing like that - if you come from a right hand country, you take the test.

Rental car companies must be able to show the scratch test to police in the event that a rental car was in an accident or reported for dangerous driving, to prove that they took the practical step of ensuring the driver knew what they were doing when they rented the car.

The questions can focus more on passing, stopping for red lights, speed, rather than the general learners test.
It can be used as a partially educational test, and the LTSA (or whatever they call themselves now) can supply the tests - much in the same way they do for learner driver tests at the AA

If a driver fails the test, they watch a video, and take the test again.
The video can be viewed on a phone or tablet so there isnt any undue burden on rental companies to modify their offices to create a video room or testing room.

If the tourist fails it then they cant rent the car.

In places like Bermuda, they have banned all tourists from driving - though you can get around the island on a bike quite easily. Many other countries have similar rules for tourists so its not like we are being unfair to them.

Its not like Thailand where we have separate toilets specifically for chinese.

Thats a pretty good idea. Harder to legislate though.
Personally if i was going to be renting a car in another country i would be spending a half day on youtube before i leave learning the local road code. If it was on the aeroplane then thats extra study time.

Not really workable. The number of airlines in the world, and most of them don't actually run their own system (they whitelabel a Lufthansa offering or similar) and they are not going to be keen to make substantial changes to support one country of 5 million people. It's just not going to happen.

I think that the best can be done is simply an international directory of driving videos stored in the movie catalog on the entertainment systems.

At what point do the people taking the keys start being charged? I wonder if this might start happening, like you say, it's getting a bit out of hand, particularly in a country where tourism is big.

This guy who took the keys should've been charged, at a mininum just pour encourager les autres.
