When you are entering or leaving a driveway that crosses a footpath, you must give way to people using the footpath.
When leaving a driveway you must give way to vehicles using the road."

I encounter this every day walking down to the train station. People just don't get that you can't block a public footpath whilst somebody is walking on it.
I understand the relevant legislation is Section 4.4 Land Transport Road User Rule 2004 Pursuant to sections 152, 153, and 157 of the Land Transport Act 1998
4.4 Giving way when entering or exiting driveway
(1) A driver entering or exiting a driveway must give way to a road user on a footpath,
cycle path, or shared path (as described by clause 11.1A(1)).
