I know some of the parking buildings up here allow free parking and designate an area, simply because the cost of trying to police it and stop the bikers just going under/around the barrier, far outweighs the return they'd see for doing it.
Don't remember it ever really being advertised anywhere, I had just been told by a couple of biker mates.. I believe they said it's advertised in the building itself, but nowhere else.
Generally if you park in a pay and display then you need to pay and display (parking at the end of a pay n display slot on the road is NOT normally free and chances are you'll get a ticket). If you park in marked motorcycle spots then you generally do not need to pay.
A lot of the private company parking places (like Wilsons) have a few spots set aside for parking, and normally they are free or you just ride past the barrier ;-)
It's free in most of the UK, but probably not in private parking buildings. They even made the Dartford crossing toll free for motorcycles after being forced into doing so when motorcycle racing was on at Brands Hatch.
Literally thousands of motor cycles would cue at the toll booths, and each one would stop > the rider would take of his gloves > (s)he would then route around for change and pay the toll > Put gloves back on > and ride away. This would take so long compared to the cars, and the bikers would make a point of jamming up all the lanes, so they made it toll free and eventually kept it so.
We have a few motorcycle bays in Blenheim all of which are free.
