I would go and see another panel beater and get a second quote. That is a relatively straight forward repair. Obviously how you feel about the car will dictate how much you spend on it. That is an unusual place to rust....

Yep get another quote.  Or grind it out yourself and bog/paint it, but materials will probably cost you well over $100 if you aren't tooled up already.

That part of door is often bolt on. You may be able to find a second hand part and replace it - will be cheaper. It's likely just a black cover guard. It will be a lot easier and straight forward. Just google or ask the Mazda dealer.

I just wonder whats underneath?  If the pillar is corroded then that's a fairly significant job that needs to be done correctly.  Hard to tell from the photo.

Pillar is not one piece. Probably another good reason to remove that black panel to assess what's underneath. All the cars I previously owned could have that part removed.

A friend of mine has just had this sort of thing repaired on his Mazda.  Rust occurred around the wing mirrors and when the wing mirrors came off at the panel beater, the problem was 10X worse than first indicated.

It might be more work than it looks. :(
