How do car dealers register their vehicles that have just arrived in NZ for first time buyers?

Basically what I want to know is, if I was buying a fresh import from a dealer (me being the first owner in NZ), is there a way 
I could register the vehicle myself, instead of paying for the 'On Road Costs' that a dealer lists, that are generally higher than
the registration and licensing costs via the NZTA site. How would I do this?

Secondly there is the prices, tell the dealer you will only pay what it costs, or even negotiate away those prices.
