I have noticed extra panelling being added below road edge safety rails in northern Hawkes Bay - anyone know what they are for?

Stop motorcyclists coming to a sudden and fatal stop wrapped around one of the support posts. 





Lazy is such an ugly word, I prefer to call it selective participation
