They do come with toner, my mother-in-law purchased one from Harvey Norman a few weeks ago for $9 after Cashback...

Included toner is ~700 pages and drum is ~10,000 pages.

Generic toners are fine in black and white printers not being used for anything but documents. 100$ for $1000 pages is 10c a page - way too much.
