That news article is absolute garbage. The US has required travellers be fully vaccinated since October to arrive by air, the only change is that they're now applying the same rules to land and sea entry ports (source).

The list of accepted vaccines is a lot longer than the list of approved vaccines as well, so there is no issue for people with AZ, Sinovac, etc (source). Sputnik isn't accepted though, so Russian sports people may run into some trouble.
