OP, do you have residency in the Philippines.  Many country do not allow foreigners in now but many allow residents back?  Including those who hold dual residency like NZ and and another place.  Do Phillipines still have flights out of NZ?  Some countries still have flights like Malaysian Airlines, AirNZ to LAX and HKG.  The Chinese airlines ..  Provided they have residency there ... 

 

 

 

If one wants to visit an overseas country, as a foreigner you are on the mercy of that country if they accept non residents in.  NZ for example wont' be for some time.  Even NZ domestic tourism needs to get to a COVID level 1.  Level 2 does not advise inter-regional travelling but malls, restaurants, bars can open provided they can keep distance between each table and under 100 people (current regime).

I don't have residency in the Philippines but I'm half Filipino(Will apply for dual in the future), for now the EQC ends in Luzon Apr 30 but that's to be determined at that date. PAL(Philippine Airlines) currently has canceled all flights but resumes flights to NZ this June 1, have to wait and see what happens at that date. If my June 12 trip can't be continued PAL have been pretty good at re-booking for another date as my previous ticket was for March 27. Hoping to at least go there this year! Have to wait and see what the NZ government does.

I think it is more what the Philippines does.  If they allow non residents to visit then people can go to the Philippines.  The NZ govt has always said travelling are for essential only but they cannot stop NZders.  NZders who also hold other residency / citizenship can in a way freely travel with the quarantine.
