The minimum requirement is a portaloo (with 12L waste storage per person) and portable containers of water (12L per person).  Portaloos are generally 20L or less, so a passenger vehicle with one is probably only certifiable for 1 person.  But most/many have two occupants.

 

They are also supposed to have a sink, but this can be a simple portable sink (running water isn't required).  

 

 

 

In Nelson freedom-campers were allowed to overnight in the main carpark.  You would see regularly see grey water being discharged onto the ground.

 

 

The 12L/day water requirements are for each clean & gray water, not the black water (Toilet waste), which has a lesser limit as outlined in by another poster.

A street near mine used to be the nearest to a major cbd without time limited parking. A one stage there was a collection of three 4wd's (Izuzu bighorn style), each with a pair of 25L plastic tanks strapped to the rear mounted spare tire, and self containment stickers on the back. Quite clever to comply with the rules I thought.

Obviously we don't just need to require self contained vans to have a toilet, but also require is to be sufficiently accessible that using it is easier than using roadside vegetation. Of course this is a pity for New Zealanders that travel in smaller vehicles that always do the right thing.

 

Also 12L is not really enough to wash dishes and the likes which leads to campers using beach-side showers and the likes to do their dishes.

 

 

 

I think it sucks that commercial campgrounds are failing while the rates they pay are going to council services to support free camping sites. It is time to reset this. We could consider getting rid of free camping completly, making it only for NZ citizens & residents, or seriously stepping up self contained requirements (100L fresh water min, grey tank must be bigger than fresh water tank, Toilet must be in a room of minimum 800x1000x1500 tall.

What I don't understand is why there are so many vans with the self-contained stickers on them still driving around Queenstown when the borders are apparently closed?

 

Are they people who have stayed here since the lock-down? If so, do they live in them permanently or just have them for the weekends? Do they work? How do they get money for food if they can't get assistance?

 

I know Queenstown runs on immigrant labour, are they just immigrants or tourists without accomodation? They obviously had enough money to get here, buy a van and pay for fuel.

 

Are they just New Zealand citizens or permanent residents touring the country in beat up old vans? They don't seem to be locals.

Quite a few New Zealanders own camper-vans, both small and large.

The smaller vans are fairly popular with younger people on tight budgets who want to do weekends and holiday's to surf spots and the likes, and also those who want to live the same kind of lifestyle as backpackers & those on working holidays (its fruit picking season in otago right?). New Zealanders have cottoned onto the same thing as backpackers, Commercial accom and campgrounds are relatively expensive, and free council provided camping is a really sweet deal for your adventures.

Also there are still quite a few people on working holiday visa's and the likes in NZ.

Hmm that's not how I read the standard.  But assuming you are correct then you would need your portaloo, plus fresh water containers plus waste water containers, plus a sink.  

 

And I agree its appalling that councils take rates from camping grounds and then provide free camping facilities that compete with them.

 

I like your idea of limiting it to NZ citizens or residents.  A simple analogue for that might be to limit it to drivers with NZ licences.

I made an error above. The 12L/person clean water is for the three day minimum (4L/day/person). (section 4.1.1).

Black water (Porta potty waste tank if a portable toilet is used) is covered in section C6.3 on page 10

 

Grey water tankage must be larger than the minimum clean water amount in section 4.1.1, but larger is recommended (section 7.1.1).
