Found out from a friend

http://www.cic.gc.ca/ENGLISH/VISIT/ETA-START.ASP

If you live in a visa waiver country (NZ is) then you do the eta online and pay $7CAD so not as much as the US ESTA.

Leniency period until 9 November after which you have to have the authorisation.

Luckily the friend told me as I am off to Canada soon but then will be departing on 5 Nov so should fall into the leniency period.

Staying in Wellington. Check out my AirBnB in the Wellington CBD.  https://www.airbnb.co.nz/h/wellycbd  PM me and mention GZ to get a 15% discount and no AirBnB charges.

I travelled to Canada in late July/early August (in the previous leniency period which expired at the end of September) without the ETA and none of the border officers even mentioned it. I flew in to Canada, drove across to the US and back to Canada and then flew out)

Buried in the FAQ's is further info. Importantly, it's valid for 5 years and is NOT required when you enter Canada by land or sea (but do need proper id e.g. passport)

Seems like they've had a few hiccups with introducing this - leniency period has been extended and Canadians with dual citizenship are required to use their Canadian passport - but only if they fly in! See ETA story

Great, another VISA in-drag that we have to file and pay for. At least CIC haven't added a tourism promotion charge like the USA has, well yet anyway.
