Long story short, flights booked last week on expedia and the same exact flights dropped by $2000
What are my options to get the lower fare?
Not purchased on Citibank credit card
expedia say they can't do anything

Very high probably of there being nothing you can do.
Prices change all the time whether it be flights or even things like hotels. It's always a risk you take when you book something that can't be cancelled or refunded and rebooked.
Zero you can do you entered a contract for a set price by paying

The thing is, its not like the price to fly or stay has dropped. These business are successful, and the prices reflect that, cost + margin = price.
But, if the main booking period for a flight or a hotel is over, and few if any will book late, these are empty seats/beds, so the prices drop to recover some revenue that would not have been earned anyway. Thus, they are not "new prices" they are seat/bed filler discounts.
Sounds like you didn't purchase Expedia's Price Match Promise coverage when booking your flight which would have covered you in this situation. If you did purchase the Price Match Promise coverage then you should be able to get the refund from Expedia.
