It will be Russia who will use it on their own people, some small meaningless village of no strategic importance .
They will use this "false flag" operation to use Nukes against the Ukraine.
We have seen the wind up to this with Russian claim in the media and now at the UN.
Russia is already conscripting prisoners and throwing them on the front line. If effect emptying their prisons, saving money they desperately need, and suppling cannon fodder. They are converting prison sentences to death sentences.
The ONLY way this war will not escalate is if the Russian people remove Putin.

Unfortunately I think the only people in a position to remove Putin are likely to be much worse. It's not the same situation as the fall of the Soviet Union where a man who, flawed though he was genuinely cared for his country and his people, and the world, and the next in line to replace him was at least mostly in line with that too. Gorbachev gave the (ex)-Soviet Union a chance. Problem being of course that Yeltsin was weak, which allowed Putin the opportunity to slide in.

My feeling is that this situation won't be a like minded idiot looking to topple Putin. The country is falling apart economically. And before a shot was fired in this war, it was already falling apart, as instead of building Russia, the oil and gas funds went to the war chest, hence Russia is actually a small-ish economy. Perhaps the people will tire of the wealth being distributed to the top 0.0000001% of the population. Perhaps, as ridicule and embarassment grows, some top military may chat to like minded politicians, assuming there are some that genuinely want Russia to be great again. Although, I'm not sure how much protest is going on there now by the citizens.

Ukrainian forces were surrounding Kherson from the west and attacking Russia’s foothold on the west bank of the Dnieper River, which divides the region and the country.
As the battles unfolded, Russian President Vladimir Putin said that Moscow has no intention to use nuclear weapons in Ukraine.
“We see no need for that,” Putin said at a conference of international foreign policy experts. “There is no point in that, neither political nor military.”

He has realised that the threats of their use backfired, the west did not back down, and sanctions/war losses are making things worse.
