You mean the withdrawal that Trump set up in February 2020? Trump would have had them out by 1 May, it was Biden that delayed it to 31 August.
I agree that Biden, or at least the military under his command, handled it appallingly, in the sense that it was a foregone conclusion as to what was going to happen so they could have withdrawn based on that rather than the fantasy that the country would hold together, but it was Trump that ordered the withdrawal. I wonder whether the people claiming Kabul could "fall in as little as 90 days" and similar actually believed what they were saying? We'll probably have to wait till one or more of the generals involved retired before we get the real story.
The main problem was the US' still-untreated trauma over this:
so the goal was to avoid that, or at least the appearance of that, at any cost rather than to conduct a practical withdrawal.
