I'm not a big fan of these, but it does create fairness in a workplace.

It's more from the perspective that Bill English's social investment would be paying pretty big dividends if they'd gotten over the line in 2017 and I despair that National seem determined to do anything but that these days.

Nah. It's a money based issue not one based on principle. It introduces massive liabilities to the government and they don't want to pay. It's really that simple.

How is this a surprise to anyone? There’s no magic money tree. The money has to come from somewhere.

Well, exactly. And it's what happened in Australia when compulsory super was introduced. After 30 years here it will be shaken through as well.
Personally, I think it's a good thing, and NZ should have followed suit from Australia long ago, but it is a thing, and doing it in the middle of a recession is going to hurt the people who can least afford it the most. That said it doesn't start till the middle of next year, I believe, and things might be marginally less painful by then.

Having said that, you'd think the party of best economic management would have remembered to account for it in their costings. Or, alternatively, they're going to do the exact same thing - give 0.5% lower pay increases.

But you're not getting a 0.5% lower pay increase, you are getting a guaranteed 0.5% pay increase, it just doesn't go in your back pocket just yet. Whether you get 2.5% in your hand and 0.5% in KS or 3% in your hand, its still a 3% pay increase.

Yes, but 15 years ago I was getting 17% from my employer on top of my pay in Australia. I'm sure it will eventually catch up (or get driven into the ground), but the Aus system is way ahead and including the pay overall. It's an unwinnable game of catchup within NZ.
