I see on last night's news clips he was glibly stating that he'll "run the Strait of Hormuz". 
He's just such a strange fella. 

 

I do wonder how much of what comes from his mouth is preceded by thought.

He was trying out the words "Next Ayatollah" in a press conference and it really looked like he was imagining himself as Iran's Supreme Leader.

He can hold peace talks with the voices in his head.

Trump claims he was given a "present" by Iran, a very big present, worth a tremendous amount, but he can't say what it is. He is sounds more and more unhinged and demented day by day. I think his lackeys know damn well that he is not all there but they're getting away with it so they let it happen. Time for them to wise up and initiate 25th amendment precedings.

Personally I still holds the view he isn't any worse than when he started. If you're using the 25th and hiring a psychiatrist anyway the most solid ground is a personality disorder. You'd have to ask a psychiatrist which one is most plausible. We can discuss that futher in the Trump topic if needed.

I'd say Trump is lying, and at best he's a conman, harsher he's self-deluded, or he is so brain damaged he can't remember reality.

If you want to be kind, you could argue he believes in the bubble headed New Thought / New Age "Law of Attraction"

The core idea is your thoughts, beliefs, and emotions attract matching experiences.

Trump might interpret this as “speak as if it’s already true,” which can look like lying.

But the original idea is more about internal belief than deceiving others.

Of course, as a child he may have been introduced to "Law of Attraction", and his rich parents broke his little brain by making everything he said come true.
