Trump has the bully pulpit, along with a general disregard for the workaday operations of the federal government and a stated willingness to leverage the shutdown itself to punish his political opponents.
There are “a lot of people that are going to be very affected and they’re Democrats,” Trump said.
The Trump administration has already taken steps to maximize the pain of the shutdown, halting billions of dollars in funds for Democratic-led states while readying a plan to lay off a large number of civil servants.
