Looks like he might be keeping Noem on in some capacity though:

Mullin is up for re-election this November.

If he is appointed Secretary, I'm fairly sure the State Governor's are able to appoint a temporary replacement Senator who is there until the next election, which is this November.

The new position for Noem sounds like a total crock to me.

Mullin will remain as an Oklahoma senator. There is no need to resign that position.

The US Constitution note at https://constitution.congress.gov/browse/article-1/section-6/clause-2/ says that "No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States, which shall have been created, or the Emoluments whereof shall have been encreased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office."

I interpret that as saying that if Mullin is confirmed as Secretary, then I believe he will have to resign his Senate position before he takes the Oath of Office, as Harris and Vance did once they were confirmed as Vice President after their election.
