A big part of the growth in building in Auckland was the 2016 UAP process which forced Auckland Council to be more flexible in terms of where building happened.
The mucking around with the different zoning rules in the last few years (including the freeze Auckland Council was able to implement on the central rail corridor because it was a "work in progress") has been shameful. The same old voices who think the development should happen 50 minutes away from the CBD getting what they want, even though the land in those areas has now by and large been developed.
