There is overwhelming proof that he is a liar. This has been established again and again. There is also enough evidence about his personality and past behaviour to make it very unlikely that he would keep it to himself if he did have a plan of any kind. This may only be circumstantial, but it is pretty convincing. People have been sent to the electric chair on less. It is not likely that Trump has suddenly changed his entire way of doing things, along with his personality.

He said he'd have a plan - due date was about 40 days ago.  There's been no plan announced - basically nothing.  He made the claim - not me.  If he'd followed it up by saying "we've got a plan - can't disclose details 'cause it's secret" then that would have been a part answer, acceptable to some, perhaps.  

 

I don't doubt that he's got a serious problem.  There isn't a simple answer.  Steve Bannon, his view of the world, Putin, his "Rasputin" - Aleksandr Dugin, the relationship between Dugin and Bannon's shared "anti-liberal" apocalyptic world views, and their (USA/Russia) conditional ties with / tolerance of Sunni Wahhabism and Shia respectively, Russia's ties to the Orthodox church, Trump's ties to American fundamentalist churches (think VP Pence). Actually the enemy (or at least an enemy) of all of them is us - secular liberals.

So to satisfy yourself you believe the President should release the details of a military plan prior engagement. ISIS would love that so they can be prepared and take the lives of American and Allied servicemen.

IMHO I am glad is he a liar.

 

I am glad he has a sordid past

 

I am glad that he is a tweet fiend

 

I am glad that he hired the other idiots to support HIS stupid/undoable policies

 

I am glad that his inexperience, lack of decorum, is on display to the world.

 

And I am glad that because of al these factors, his approval is low, he can't get anything of substance past his own party and the judiciary.

 

So, IMHO, his failings are what keeps the world very unaffected by him. So, on that, I am fully happy with his shortcomings
