The actual laws vary from state to state. New York is regarded as fairly strict, and then NYC has additional regs on top of that:

There are reports that Google algorithms assigned 'Top Story'' status for a time to stories originating from 4chan which misidentified the attacker and later which claimed the attacker was a left wing minded and liked a particular talk show host. Facebook had similar issues.
