It's the building code, which is how buildings are constructed, rather than the RMA, which is how resources, including land, is used.

 

TL/DR: It's allowing the use of substitute materials of equivalent performance (eg elephant board instead of gib) and reducing some of the processes in building consents.

Way I look at it, if I work to improve my value proposition for the good of the company, invariably the company will reward me. If it doesn't, then as a worker I am free to pursue somewhere else that will. An employer / business owner however does not have that luxury.

 

 

A business always has the option of exiting the employment relationship and employing a different person with better skills who can generate more value. Whether the value the new person generates is more than the cost of doing either upskilling the employee or redeploying the head count is part of the arithmetic of running a business. Ultimately employment is a value based relationship not a personal one.

 

 

But thats not really comparing apples and apples. Employees only have to give notice for the period that is contained in their employment agreement (1, 2, 4 weeks etc), for an employer to try to end an employee relationship that isn't working is extremely difficult, filled with fish-hooks and gotchas that will trip up even the experienced well intentioned employer and its off to employee disputes you go, good bye $20k in the blink of an eye.

All of which is entirely reasonable. The employer is in business and gets the rewards so takes more risk and has more obligations. The employee trades time for money, it's a very different risk and reward.

 

Getting rid of people through redundancy or performance management isn't all that hard, it just requires a degree of competence and diligence from the employer. If they aren't capable of running an employment process they shouldn't be in business. If they play silly games they win silly prizes.

He's also promised key performance indicators (KPIs) for his ministerial team and consequences for poor performance.

 

"The KPIs will be published because I want New Zealand to understand what we're striving to achieve," Luxon said.

 

 

Ok, it's said then. Let's see the results. Show us these KPIs. Is there a list of "deliverables" and a timeline?
