Is he actually leaving because of this though - or is he having a sulk because he managed to lose an election, despite pouring millions (more than I'll make in my entire lifetime) into it?

The way he has been farming others empathy in other ways when he is utterly ruthless and lacking himself.
Empathy makes you weak a Musk/Thiel mantra.

Seen in his dispicable treatment of others.
All the way back to Thai rescue tantrum.

 

Seen him recently crying crocodile tears over plight of small companies he would happily utterly crush if anyone got in his way. 
Certainly if you founded a company Elon Musk invests in you know the is happy to 'play the man' and get personal.

 

His gift was all the wasted money on Air Hockey Table in a Vacuum Tube, and putting back US rapid transit development decades.
Meanwhile in Japan the have many decades enjoying that which he killed off in USA.
