Would depend on brand/model. Good gear normally doesn't sell anywhere near the $1 mark.

And capacity. I have two NewTrent ones (a NewTrent 12,000 mAh and another with 13,500 mAh). Those can charge my smartphone a couple of times and still have power. I also have a Motorola 2,000 mAh similar to this one. This is enough for a half charge only, but during an emergency it would work.

You can't buy good ones cheap. If they're cheap, they probably aren't good ones.

I have the Powerall 12000mah device. Has 2 usb ports, an emergency light, car charging cables.
Comes in a nice plastic case that also stores various cables for charging it.
Albeit at a price well over $100. Nearer $200 when I got it last year. Sold from Repco I think it was.

1200mah or 12000mah? Quite expensive for a low capacity battery if it is 1200mah...

Most of the cheap rubbish around isn't work buying. Capacities are overestimated, efficiency is poor, and many don't support fast charging devices (ie they'll only charge at 500mAh).

You're far better off spending ~$30 or so and getting something decent.

I've got a RAVPower® Element 10400mAh which is awesome.

I've got a Pineng brand unit 6600mah capacity. Got it for around $50-$60 about 2 years back. Absolutely top notch quality. Will easily fill my 3100mah galaxy note2 battery if phone is off. Will just fill the phone if the phone is powered up. It is the fastest charger I have.

After my experience with buying rechargeable battery packs for my Wii on Trade Me I'd say be very wary of any batteries being sold cheap on Trade Me.  The description said they were 3600mAh, the packaging said they were 3600mAh, when I opened the battery pack and looked at the actual rechargeable batteries they were only half that.  I had bought two and only one would hold a charge.  I sent them back and exchanged them for some normal rechargeable AA's and a couple of them were DOA.  I'm now very wary of any batteries being sold on Trade Me, I'd only buy them if there were a known good brand and the seller had really good feedback.
