Is it possible to transfer money from your own bank account in to your PayPal account?  I know how to transfer money to other users and pay for goods but I want to send some money to my sister in the UK but unfortunately it wants to charge me ~$18 for the privilege as its coming off my ASB Visa Debit and so wants to charge a % fee.

No, it is only funded from a credit card in New Zealand.

too late but thanks I'll make a note of this; it looks to be about ~$16 cheaper than the process I have just done..
