Can you boot your PC into Linux (Ubuntu Linux is fine here) just using a live USB flash drive (no need to install) and doing some additional testing there? So this is to Chorus Fibre Lab on my connection:

 

I have a NAS running Debian. Also hardwired. This is the result from speedtest-cli on that machine.

If the upload speed is still low you're best to log a fault stating "I suspect this is a Quic problem but my upload speed is limited". Remember, Geekzone is not for official support and Quic is largely self managed.
