e27 and b22 replacements are pretty crap IME, there are 10 watt down lights, 125mm hole that on lighting plusses perpetual briscoes like sales are around $35 or so.
Some noise from the ones I have bought, but in the rooms where noise matters I bought the rock model they sell which has a seperate driver so the noise is above the ceiling insulation and not directly attached to the housing in the cieling like the cheap ones.
US has all sorts of BS govt subsidys on lights etc so prices are not really directly comparable to here.
I have Lexlux Lucci from Lighting Direct in my bathroom, I paid $80 each, they're now $55 and dimmable - mine aren't. I have five in a 4.5 x 2.5m bathroom and it's super bright, and the light is evenly distributed. I recommend them.
I had old downlights in my house, but I took them out as they were making the place cold. The new ones you can insulate over are much better. I still have CF downlights you can insulate over in my office, they take around a minute to warm up, they're highly directional, and all in all are pretty crap, I use free standing lights instead. I may swap them out one day for the newer LED lights.
