Its an important group of settings that are frustratingly buried in the control panel. ATi need to sort it out.

It seems to be a braindead default in the CCC or drivers, happens whenever you connect a 1920x1080 screen to an ati machine over hdmi or dvi, fiend was using VGA because it was the only way to get it fillscreen till he downloaded all that bloatcrap that ATI produce just to get to that one setting.
