What type of TV do you have?

It sounds like you're trying to send a 60Hz NTSC video signal from your video card into the TV when it can only accept PAL. There should be an option somewhere in your dispay properties to select the TV format for the TV output. Set this to 50hz or PAL.

My guess is that your svideo to rca adaptor has the rca connected to the luminance component side of the svideo hence b/w as there is no chrominance component in the signal.

Use an svideo lead, i.e., svideo on each end.
