Hi There,

I'm looking at running OPENELEC with SKY TV.

What specifically do I need to be running this setup?

I think I will need:
DVB-S Card (this is setup and working with TVHeadEnd)
Omnikey 3121
Oscam
SKY 45XXX card

Anything else?

Does anyone have any advice or specific steps I can use?

That should do it. Have a search on this forum there are plenty of threads that explain the configuration of Oscam.

Compiling Oscam from source can be a bit tricky, in particular you need to enable support for the PCSC protocol so the Omnikey reader will work. But since Oscam is a plugin for OpenELEC you should be fine.

For Tvheadend you need to set the LNB type to 10750 it use to be easy in < 3.4 but from 3.9 on wards it hidden away. This thread should give you a steer in the right direction.

One more tip, start by getting Freeview working with Tvheadend and Kodi. That way when you have to problem solve you can limit you investigation to Oscam etc. If you do it all at once you might struggle to isolate the problem i.e. is it the tuner, Oscam, Tvheadend etc etc
