I have an old computer Monitor that only has DVI and VGA input, can I use one of these cheap HDMI to DVI cables to connect a chromecast and sat box with HDMI output?

Depends whether the monitor and/or Chromecast and STB use HDCP. If the Chromecast and STB require HDCP and the monitor doesn't support it the answer is no.

Have you looked at hdmi dvi plugs. I use them to connect dvi output on computer to dvi input on monitor using hdmi cables which are much lighter thinner cables.
