I have a friend who lives in a bus. He downloads movies to his phone at free WiFi hotspots and then watches them later at night on his phone. He also watches Youtube and TV Ondemand via his phone.

Can he cast to his FTA terrestrial TV without a home network ? What would he need to do. He does not have much money.

Technically you can, but it's not how it's intended to be used. If you're casting, your phone tells the chromecast where to find the video and it downloads it directly from the internet; it doesn't go Internet --> Phone --> Chromecast --> TV. Chromecasts now have a guest mode that supports mirroring of phone screens, but I've found it fiddly. If you wanted to try, instructions are here: https://www.itpro.co.uk/mobile/28299/how-to-use-chromecast-without-wi-fi

Depending on the phone he has, I've found a much more reliable option to be a MHL-HDMI cable and just plug the phone directly into the screen.

Not with Chromecast - But Miracast does support direct connection between devices:

https://www.pcworld.com/article/2907520/how-to-use-miracast-to-mirror-your-devices-screen-wirelessly-on-your-tv.html

Either the TV would need to have some sort of miracast capability built in (not sure how many actually do - newer more upmarket ones probably) or you would need to buy something like this to hook up to the TV (~$86):

It looks like many/most android phones should support Miracast - probably called Wireless display or samsung call it smartview.

Then you should be able to conect the phone display to the TV and stream to the TV.

EDIT: what make/model of TV and make/model of phone does your friend have?

Could he not plug his phone into the tv?  Given it's a bus, and very little money that would seem to be the cheapest option.  More applicable if he's android that IOS though I believe.

I believe he might be going Spark Wireless broadband plus Chromecast so it doesn't matter where the bus is he will have streaming services. (as long as he has a power supply of course)
