Is there a way to fullscreen it without it taking over the mouse? I can alt tab out of it to something else and it will stay full screen, but only after all the displays have gone blank and come back - about a 5-6 second exercise, and if I click the window to change something like channel, it does the whole blank out for several seconds when it gets focus, and I have to alt tab again to go back to working on another screen.

its still 7100 so if its something in the release one thats fixed I guess that I will put up with it till a RTM copy falls into my lap...

No the fullscreen locking "feature" is still there in the RTM.

There are some workarounds for it , have a look here.

I searched for a solution to this but from what I read the feature probably won't be removed until they don't want to sell any more extenders (i.e. XBox360).
