I have a windows 7 pc.

Whats the cheapest option to get my bluray player in my computer to my reciever vai a hmdi cable?

I hear there are video cards that do hdmi now with sound?

Something like a HD5570 is cheap, has hdmi out with sound support also. Should have no problem doing what you want.

What is your budget?

budget around $300-350

I still would like semi decent graphics, currently have a NVD 8800 GT

In that case you can get a ATI 5770.. It will offer reasonable performance in games. The next step up is 5850 but thats quite a bit more expensive than what your willing to pay
