My computer is refusing to play DVDs at the mo.  I have a VLC Media player on my desk top I use to play DVD. Nothing is happening. When I go to Windows Media Player I get the message  WINDOWS MEDIA PLAYER CANNOT PLAY THIS DVD BECAUSE A COMPATIBLE DVD DECODER IS NOT INSTALLED ON YOUR COMPUTER.

There is nothing wrong with DVD.

Can someone help?

Windows Media Player can't play it because you don't have an MPEG2 codec installed - exactly the message it's displaying. You obviously have XP which doesn't come with a DVD decoder.

The DVD should play fine in VLC.
