How come this kind of stuff is allowed in when you can't even buy or sell used appliances any more unless they have gone through the whole certification thing? Isn't this a case of closing the barn doors after the horse has bolted?

Our local recycling used to accept and re-sell electrical appliances but they stopped that after the law was changed. I have friends who had a shop selling imported goods and they had to have all their lamps inspected by a certified electrician. I have encountered other restrictions on electrical items, though computers seem to get around this somehow. I don't know if these extra safety requirements serve any useful purpose or not, but I do wonder why none of this seems to apply to shoddy imported consumer electronics, as detailed above.
