Ok, so you are not using Outlook - the email client application. You are using Outlook.com, the web-based email service.
I can see how all this can be confusing.

It's turned to custard. The Edge icon on my taskbar now opens Edge browser.

How do I download/install the Outlook email service? Is it still called outlook.live because thats the one I have been using?
It sounds like you have been using Outlook.com, the web-based service. Outlook, the application can access the service but it's not free.
If you have Windows 10 then I suggest you open Mail and configure that application instead. It's a slim version of Outlook email application and can access all of your Outlook.com/Hotmail.com email.
Also, how are you logging in to Windows 10? Are you using a local account or using the Outlook.com email address? If using the email address, chances are the Email app is ready to go.

Install outlook.live.com as web app. Pins the Outlook icon to taskbar and menu.

This works though not quite as the OP says.
Open https://outlook.live.com/. Click the Settings icon (three dots at top right of menu bar) and you should see "More tools" and then "Pin to taskbar."

email was working OK but now it takes an age to download and sending a message is painfully slow. Do I need to do any cleanup cache etc?
