OK, so now you've retrospectively edited your post to try for it to make some sort of sense (without adding an "Edit:" comment). With all the time in the world I couldn't find out since I don't have any of the kit? 

 

The OP said the monitor had USB-C power out.  This hub has USB-C power in and then passthrough to a connected laptop.  HDMI 4K video can also be connected from the hub to the monitor.  So laptop would be powered and 4K would be sent to the monitor.  

 

However, obviously the question is whether two links between the hub and monitor would work simultaneously.  i.e. power from monitor to hub via USB-C whilst also video from hub back to monitor via HDMI.    I don't know the answer, but thought I'd chuck it in the mix, since the thread was a bit stumped.  That's why I said "the trick".

 

Good on you for leading with sarcasm and condescension to people just trying to help though.  I hope that helps you in some way.

Tinkerisk not quite their normal helpful self on this thread, but all of us get bad days occasionally. I trust normal service will resume.

I’m having difficulty envisaging the OPs setup in relation to tablet/laptop/monitor connections - is the “heart” the laptop in clamshell mode with the tablet as a supplementary screen?

Don't make such a fuss. If something doesn't exist, then it can't be conjured up and I'm not obliged to explain to you in all epic why your suggestions lead in the wrong direction. The main thing is that I have long since understood the question of the TO and he my answer (that this does not yet exist). And if you don't want to believe that, keep investing in the question, it doesn't change my answer for now.

 

You are looking for a PD unicorn, a PASSIVE mode hub capable to ACTIVELY charge a notebook and to supply ALL devices connected to the hub, this all from a 90W PD USB-C monitor and a high bandwith link? And how many monitors currently have this PD capability to develop something like this?

I'm slow on the uptake but have spent a bit more time reading the OPs requirements and am finally getting there.

 

My suggestion above was, as kindly pointed out earlier, not a great one ;-)

 

I agree with tinkerisk that your requirements seem fairly impossible in one cable, if you need your laptop too - there is a possible solution (but expensive++) as it's Apple's Studio Display or their ProXDR display (!). Both have upstream USB-C /TB connections and charging, and the monitor works as a hub for USB-C devices (x3, downstream). If you need to swap your iPad and laptop round then single cable to swap. But involves remortgaging the house for an Apple display.

 

More cheaply, hide a powered dock behind the monitor...

From my experience when looking for a solution to connect a Surface Pro 7 to a 4k monitor the stumbling block at the time was most docks only supported Displayport 1.2 and the limitation with those is that all of the available lanes are required for a 4k60 Displayport connection, leaving onlythe separate usb 2 connection. Displayport 1.4 can send more data on  a single pair therefore leaving two lanes for USB and allowing full speed USB. In short to achieve what you want the alt-displayport mode needs to be DP1.4 and not 1.2 (I had the same problem purchasing an HP USB-C dock for a surface pro 7 which will only do 4k60 on dp1.4 but the dock was dp1.2).

 

I think from your picture the monitor is an lg 43un700 which I had my eye on a while ago but discounted for the reason you are talking about, that it could only do 4k60 with usb 2.0 speeds which would prevent using it for networking as well.
