I currently have this laptop: http://asia.cnet.com/reviews/notebooks/0,39050488,41100675p,00.htm except it has 3GB RAM total, and a second (internal) (not partitioned) 160GB Hard Drive. Currently have a NVIDIA GeForce 8600M GS graphics card. Is it easy to buy a more powerful graphics card and get a local computer shop to install it? Or are laptops a different story than PC's?

A laptop is different to most PCs as the graphics card is built into the mainboard and can't be changed or upgraded.
