As per the title. Looking on behalf of a friend who is getting into creating content using Adobe Premiere. Max budget $3000.

I've had a look and there are soo many options available. I'm assuming the more ram the better? Would one with a dedicated gpu be worth getting? i7 processor?

Soooo many questions. Screen quality not so important as has dedicated external screen.

Is not really keen to get a Mac as is old school Windows user.

The design guys at work that aren't keen on a Mac seem to go for the Dell XPS 15.

If they're using an external monitor do they really need a laptop? Really powerful laptops are significantly heavier, more expensive, and slower than a desktop.

I use premier elements for home stuff, making 3-5 minute videos. I think RAM 16 - 32GB, SSD for at least working space if not all files, and large bulk storage potentially on a spinning disk are important. CPU is of course important, it uses a LOT of CPU especially during rendering. I don't know how much difference a GPU makes.

Yeah, he does a lot of travelling so needs the portability. It won't be exclusively for Premiere but will be the main use.
