You're pretty much stuffed. These sorts of features are hardware dependent, so if you don't have a recent graphics card it won't have support for the recent versions of shaders.
Having said that, reasonable graphics cards are pretty cheap these days, so you could look at getting a new card. The only catch is if you're still stuck with an AGP slot... then you really are stuffed. :-(
