I would generally recommend HP, Lenovo, or Dell. At that price range a Chromebook might be your best option.

I bought an off-lease HP Elitebook from PBtech for $600. Very happy with it. I would check out off-lease laptops for something good yet affordable.

Have seen people recommend HP ProBooks and Elitebooks here before.

PC Traders are also good for ex-lease laptops. Got a very nice laptop for a very good price. Had I bought new I wouldn't have the amount of RAM/storage/features I have so very happy with my ex-lease purchase.

Buying new, PB Tech will usually have reasonable prices and as mentioned above they do ex-lease as well.

If you want to plug it into your TV (as I note you want it for netflix/streaming) I suggest checking it has the correct outputs you need. A lot of the cheaper ones don't come with USB-C so important to have something like a HDMI or DisplayPort output.

The advice the guys have given is good really at this price range. Either look new but on sale or look at ex commercial / enterprise laptops these are generally really well made designed for throwing into laptop bags chucked on a table for meetings etc basically they are tanks and will be great for a general purpose home laptop.

I would look at Dell Latitude series or HP elite books, have a look on TradeMe or the stores noted above. Example https://www.trademe.co.nz/3111804076 Latitude 7480 that you can get on after pay.
