My laptop has a stop 0x24 message I cannot get it to open in safe mode or any mode without the blue screen coming up Any ideas HELP

All the information I find to fix this I have to be able to go into safe mode and I can't, we have done a full hard ware check and nothing shows there. Is there any way in?
