Exactly. The posts by the topic starter indicate this is a problem with xDSL. As there has been no further input from the OP to give a clearer indication as to what's going on, there's nothing more that can be offered here at this time.

99.99% of the time Spark cannot activate a DSL connection in minutes. The request is sent to Chorus who issue their own connection request via Wireline.

Even if the address has an intact port, in nearly all cases Chorus will send the job to a technician and the absolute minimum leadtime for that is 24 hours.

The OP needs to check with Spark to ensure Chorus have in fact activated the connection. Any other troubleshooting before that is confirmed is a waste of time.
