marshalleq: That's awesome. I wonder how on earth bitorrent can distinguish between your NAT and someone elses (I've never researched it). I reckon theres something random going on for specific accounts. Maybe I was added to something that I need to be unadded from (that's techno speak) ;)
We haven't made any changes that could impact this AFAIK - but I'll talk to the network guys tomorrow.
CGNAT should only impact your upload on bittorrent, your download should be fine.
(unless of course, you are on some private tracker where maybe if you don't upload enough, your download is throttled or something like that)
I've been torrenting lots of (legal) content from behind CGNAT and public IP (testing the network heheh). No real difference from a download POV.

(but even though you think you haven't changed anything, don't rule out random crap happening which disrupts your stuff)
