Up-stream isn't saturated. Disconnected all devices on network, made sure Google Drive, Dropbox, Icloud, etc aren't running on my machine (they weren't)
speeds didn't change.
@ Bigpipe - yes, initially that was the problem. they told me they'd changed the plan, but they hadn't. After confirming the change, I managed to get 500KB/s down (http & p2p) but that's as good as it got.
Reply from BigPipe Tech Support after confirmation :
"we can see from the latest speed test on your line that its showing higher speeds from the exchange to your ETP.
Comparing these to the speeds you are getting, It would seem to us that there is a lot of speeds been lost between the ETP and your jack point.
We suspect from here that your internal wiring or jack points are a possible link to the speed decrease.
There are no disconnections showing on your line from the last extended lines test we done. This indicates to us that the line is providing service as it should between the exchange and your ETP.
To conclude, we can advise that you could get your internal jack point and wiring looked into. Over time, these lines like all others can become corroded and corrosion can lead to disrupted speeds.
We could if you wish, arrange a tech for you. As we suspect that this is internal, the wiring cost is not covered by Bigpipe's standard connection. There is a charge of $199 for jack point replacement etc.
If this is something you wished to look into further with us, please let me know. We would have to charge this to your account first before arranging a tech."
