To the OP, sorry, there can be so many issues with wireless that until you've been able to test on a wired connection there's nothing sensible I can do to help.

Umm that's not the router stats. Anyway, I'm going for gold and almost definitely because you're too far away from the router. A close 2nd would be inteference if you're connected to a 2.4GHz band. Use 5GHz band if possible but it degrades faster over distances vs 2.4GHz. Either way you either move closer to router, move router closer to you, or buy another router with stronger signal, or run a cable

I'd suggest it's more likely the uplink is getting saturated by others in the household using the internet at the same time or something similar. 

 

Without an isolation test of connecting to the router (temporarily via ethernet), I don't see how to eliminate wireless issues, though to be honest I would not expect it to be a wireless issue if it starts fast and drops down. 

 

it sounds like upload saturation to me.

If it were a wireless issue, he wouldn't be getting good uploads and bad downloads. (speed). 22Mbps doesn't indicate a bad wireless connection.

It could be so many things. First WiFi. Never do speedtests over WiFi. 

 

Upload saturation? Sure, possible. How many users around? Anyone using torrents?

Without an Ethernet speedtest this discussion is going nowhere. Once the OP can provide that and IF it shows the same result then we can all proceed to step two. Right now the issue simply looks like poor wireless and/or a poorly performing device. Also testing to Primo isn't particularly great as there could potentially be any number of variables that could affect performance.
