Are you 100% sure DHCP client is disabled on the interface to the ONT as mentioned by @cbrpilot ?

I assume your question relates to why are we triggering the quarantine for DHCP when we don't support it?  The answer is that ATA Voice uses DHCP.

ok found out the problem

 

went through the config log, no idea what this is or what it is doing, but deleted it and voila

 

/ppp profile
set *0 dns-server=8.8.8.8,8.8.4.4 local-address=192.168.88.1 remote-address=\
    vpn-pool3
