It's often upto the 0800 number 'owner' to determine where they will accept calls from. Probably since originating calls from 022 numbers have never been genuine originating numbers before, they are likely blocked. It could be that either Telecom's or 2D's network isn't yet set up to allow this traffic to terminate, or that the 0800 number owner doesn't want to accept 022 traffic (eg for cost reasons).
I'd pick there are going to be quite a few more anomalies like this, where traffic from one providers network goes to another's and doesn't behave the way that people are used to. Over time, things will eventually settle down, as more and more people report these.
If you want to be able to call a particular number that doesn't work, I'd always start by ringing the network provider whose network you are making the call from to lodge a fault.
Just in support of others on this thread. The issue you are having needs to be highlighted to the people on the end of the 0800 number. It is up to them to decide where they accept calls from.
As an aside I expect there will be a number of issue with 022 routing both in NZ and globally, just as we had problems with 027 routing back in 2001. Most of the issues are that people on other networks cannot dial +6422xxxxxxx. People hearing about others being unable to ring 2D customers should let 2D know. Especially as 2D are missing out on money. :)
