Finally got it fixed, i got the line techs back out and the problem was the wires that go from the main wires at the house to the jack point, so now my sync speed is back up to 4000kbps but my line attenuation is still around 50, the line tech said it is high because i am far away from the local exchange. im just happy my speed is back up.
